The formula (transparent by design)

score = score_cost × 0.35 + score_internet × 0.3 + safety_index × 0.35

All three inputs are on a 0–100 scale (higher is better; higher cost score = cheaper). Cost weight matches safety at 35% — the two numbers that most often break a move — with internet at 30%. Ties are broken by composite decimals. Only cities with all three inputs populated are eligible.
